I have forwarded your message to Jim Nell, Jim works in my group within the Manufacturing Systems Integration Division of the National Institute of Standards and Technology, Manufacturing Engineering Laboratory. He convenes the ISO Technical Committee 184, Industrial automation systems and integration, Subcommittee 5, Architecture and communications, Working Group 1, Modeling and architecture. Members of this Working Group represent the various points of view captured in the reference models that you cite (e.g. PERA, GRAI, CIMOSA, others). The web reference is http://www.nist.gov/sc5wg1/. I refer you to the "Work Items" section of that site. The Draft of ISO WD 15704 contains an informative reference, Annex A, that points to the GERAM: Generalised Enterprise Reference Architecture and Methodology (ref: IFAC/IFIP Task Force on Enterprise Integration). We believe that GERAM contains the majority of the constructs identified in the enterprise models listed above.
